Rwanda has been accused by USA of violating a recent peace deal and dragging the East African region into war and increased instability, reported some US media on December 13, 2025. The accusation is said to have been made by US envoy to the UN, Mike Waltz, during a UN Security Council meeting on December 12, 2025.
Reportedly, the accusation was in response to recent advance by the Rwandan backed rebel group M23 southwards in Kivu Province in Democratic Republic of Congo (DRC), and captured the province's city of Uvira that is located along the shores of Lake Tanganyika. During the advance, the rebels reportedly backed by Rwandan troops are said to have butchered at least 400 civilians.

The advance by M23 rebels and their supporting Rwandan troops advance and subsequent capture of Uvira city came just after presidents of Rwanda and DRC signed a peace deal in Washington DC, USA, on December 4, 2025, that was brokered by the renowned global peacemaker US President Donald Trump.
One day later, on December 13, 2025, US Secretary of State Marco Rubio reiterated Mr Mike Waltz's accusation of Rwanda on social media, saying that Rwanda by supporting the M23 rebels to advance and capture Uvira city, clearly violated the US brokered peace deal between DRC and Rwanda, and that appropriate actions will be taken to ensure adherence to deal.
Rwanda has about 7000 troops fighting alongside M23 rebels in DRC's Kivu Province, according to the UN and some other sources.
